Interconnect Small Generation to the Distribution System
The application process below is available to all Jersey Central Power & Light (JCP&L) customers that generate electricity on the customer’s side of the meter, including third parties developing a project under the Community Solar Pilot Program. This process is to be used by customers using renewable energy sources that are eligible for net metering, as well as, those customers that are not using renewable energy sources.
Solar Accommodation Map, commonly referred to as the Hosting Capacity Map, is available for JCP&L distribution circuits to help guide developers to locations that may be able to accommodate commercial or utility scale photovoltaic generation locations.

Below are steps to help guide you through the Interconnection Process.

Step 1 - Required Size & Type of Equipment
If you are interested in interconnecting small generation with the FirstEnergy's distribution system you must first determine the size and type of equipment which best suits your requirements in accordance with the Company's Tariff. The Interconnection Tariff rate schedule is available on the Company's New Jersey tariffs page.

Step 2 - Type of Application Based on Capacity Level
Below are guidelines for determining which application is required. The online and paper applications are available in Step 5. If you use the online application, the level will be determined for you based on the data that you provide.
- Level 1 - Most Residential - <=10kW Inverter based, UL Standard 1741 certified
- Level 2 - <=2,000kW Inverter based, UL Standard 1741 certified
- Level 3 - Facilities which do not qualify for either the Level 1 or Level 2
NOTE:
Community Solar Pilot Applicants

Step 3 - Applicable Application Fees
- Level 1 - No Fee (10kW AC, or less)
- Level 2 - $50 plus $1/kW AC of the equipment nameplate capacity (usually an inverter)
- Level 3 - $100 plus $2/kW AC of the equipment nameplate capacity (usually an inverter)
Note: Fees are based on the total of generation and storage rated AC capacity. If adding on to an existing system, the required fee is based on the following: Add-Ons to Existing Systems (Generation or Storage). -
Step 4 - Required Site Plan & One-Line Diagram
You are required to submit a site plan and one-line diagram with your application. The online application allows you to attach these documents during the fourth step of the application process.
Submit Site PlanPlease do not send overhead internet photos. The site plan must include:
- Overall property layout and street access including North arrow orientation and the nearest cross street in each direction. (Indicate direction of nearest cross street if impractical to show on drawing).
- Ground mounted installations must show clearances and details of surrounding structures especially how they cross the Company's facilities. The route and length of the electrical connection to the premise is also required.
- Location of the DER AC disconnect meeting the requirements of the NEC - for self-contained metering locations.
- Location of the DER utility required AC visible break disconnect - for metering locations utilizing instrument transformers.
- Location of generation, inverter, storage and associated electrical equipment.
- Location of service transformer.
Submit One-Line DiagramThe one-line diagram must include:
- Energy source (PV array, wind turbine, etc.). Please indicate DC and AC ratings as appropriate.
- Please indicate AC rating of the inverter.
- Identify the make and model of the disconnect switch and note if it is lockable with a visible break when required.
- Identify connection to Customer’s electrical system.
- Identify utility meter, inverter and/or associated generation and storage (battery) equipment.

Step 5 - Complete & Submit Application, Documents & Fees

Online Application
If you submit your application online, you will be able to save throughout the process and keep your drafts. Once the application is submitted, you will be able to view a summary of your application online. A username and password are required from your administrator before you can begin.

Step 1 - Engineering Review
Your application will be received and reviewed by our Engineering Department to ensure that:
- Application has been completed correctly
- All drawings and documentation have been provided.
- Associated fees have been determined and paid.
- The design is consistent with Company policy and State requirements.
Our Company will process the application under the schedule provided for by the rules approved by the New Jersey Board of Public Utilities. -
Step 2 - Customer Notification
After the engineering review, you will be notified by email or phone within 10 to 30 days, depending on the size and complexity of the application, as to whether:
- Application is approved.
- An upgrade and fee is required.
- Information is incorrect or missing in the application.

Step 1 - Customer Installation
Following approval of the application, the Customer installs the facility in accordance with the Application, state regulations and Company interconnection requirements.

Step 2 - Customer Agreement & Proof of Inspection
Following installation of your generation equipment, you must complete and submit the JCP&L Interconnection Agreement with the following attachments:
Select the appropriate Interconnection Agreement.
- Level 1 – NJ Level 1- Interconnection Application Agreement including Certificate of Completion (<10kW Inverter based, UL Standard 1741 certified) OR
- Level 2 – JCP&L Level 2 and 3 Interconnection Agreement including Certificate of Completion (<2,000kW Inverter based UL Standard 1741 certified) OR
- Level 3 – JCP&L Level 2 and 3 Interconnection Agreement including Certificate of Completion (Facilities which do not qualify for either the Level 1 or Level 2)
- Note: For a Level 2 or 3 facility, the customer may submit the Agreement, without Certification of Completion, during or prior to the construction phase of the project
- Submit Uniform Construction Code (UCC) Certificate in evidence of Electrical Inspection by authorized inspection agency.
Note: A picture of the UCC construction sticker found at the job site is NOT acceptable.

Step 3 - Company Final Review & Approval to Operate
Engineering will:
- Review the as-built installation and final documentation for compliance.
- Determine the need for a witness test as provided for in the regulations and notify customer.
- Finalize documentation and authorize system operation.
- Notify customer of the status of customer's application.
- Arrange for the installation of net energy metering, where appropriate.
Note: Generation interconnection should not be energized prior to an electrical inspection and receipt of Approval to Operate by the Company.

Step 4 - Company Installs Net Meter
If you receive Approval to Operate, the Company will automatically replace the existing meter with a meter capable of bi-directional registration. Depending on meter availability and other work priorities, this may take several weeks.
Although you do not have to wait until the bi-directional meter is installed to operate your facility, the Company will not be responsible for tracking and crediting your excess generation until it is installed.
You should be aware that depending on the type of meter currently set at your service location:- Your existing meter could offset your usage by your excess generation, thereby "netting" your energy flows internally, rather than separately registering the energy in and out of your facility.
- Your existing meter may include a feature that prevents it from turning backwards and registering reverse power flow. In this case, even though your facility should reduce the amount of electricity you need to purchase, the electricity your facility generates in excess of your current consumption would not be measured or subtracted from your overall electrical energy use.
- Your existing meter may register the kilowatt-hours your facility is providing to the Company's system as though they were being delivered to you from the Company's system. You should not operate your facility in this circumstance since it will result in charges for the energy that you generate. Please check with your installer to ensure that you do not have this type of meter before operating your facility.
